On 9-12-2018 approximately 12:15 PM St Francis County deputies assigned to the I-40 Interdiction Patrol were working near the 249 westbound mile marker when they observed a maroon colored Chevrolet pickup truck headed west at a high rate of speed with its flashers on. Deputies then stopped the vehicle for speeding in a construction zone.

The driver of the vehicle was 23 year old Matthew Horton who is on active supervision with the Arkansas Dept of Community Corrections due to a felony drug conviction in St Francis County and had an active search waiver on file allowing officers to search the vehicle.

Deputies located a glass pipe used for smoking methamphetamine, 2 syringes, a meth snorter tube, and a plastic baggie containing a little over a gram of suspected methamphetamine, along with a cell phone and flash drive

Once at the sheriff’s office the suspect was being interviewed and attempted to destroy evidence.

At the time of the arrest the suspect was out on bond for other felony drug charges in St Francis and Cross counties.

Horton is currently in the St Francis County Jail on the felony charges of Possession of a Schedule 1 Controlled Substance, four counts of felony drug paraphernalia, and one count of felony tampering with physical evidence, along with the speeding charge. He is awaiting arraignment on Monday September 17th in St Francis County District Court. In addition to these charges the Arkansas Dept of Community Corrections has indicated they intend to file a second revocation on Horton for the charges that resulted in his current probation.
