Forrest City Man Arrested on Felony Warrants for Utility Line Theft and Commercial Burglary

On Monday, July 20, 2026, Forrest City Police Department officers arrested Devan Odiejack Crowder, 37, of Forrest City, on outstanding felony warrants issued in St. Francis County. The warrants include charges of Commercial Burglary, a Class C Felony, and Theft of Scrap Metal (Utility Lines), a Class B Felony. 

The charges stem from an April 2026 investigation involving stolen and damaged AT&T utility lines located west of SFC 727, just outside the Forrest City city limits. During the investigation, detectives identified several individuals believed to be involved in the theft. Through interviews and other investigative efforts, Crowder was identified as the person responsible for cutting and stripping the AT&T utility lines. The estimated cost to repair the damaged lines was approximately $10,000.00 dollars

As the investigation progressed, investigators also developed information regarding a burglary at the former Sharks Restaurant located at 2400 North Washington in Forrest City. Authorities determined that copper wiring and other metal materials had been removed from the building. Crowder was identified as one of the individuals who allegedly entered the business during nighttime hours and stripped electrical wiring from the structure.  Crowder bond was set at $50,000.00 and is scheduled to appear in court Wednesday.
