On Sunday, May 3, 2026, a St. Francis County Sheriff's Deputy observed a white male was a riding bicycle and pulling a small trailer coming from a burned-out residence located at the corner of East South Street and South Washington in Forrest City.

The deputy made contact with the subject, later identified as William Paulman, age 38, of Pleasant Plains, Arkansas, and asked what he was doing at the residence. Paulman stated he had permission to retrieve copper wire from the property. The deputy observed various types of scrap metal on the trailer.

A warrant check revealed that Paulman had an outstanding felony bench warrant out of Randolph County, Arkansas related to previous charges of Possession of a Controlled Substance and Possession of Drug Paraphernalia. Paulman was arrested on those charges in November 2025 and failed to appear in court. He was also wanted by the Cross County Sheriff's Office on misdemeanor charges.

Paulman was taken into custody without incident. During a search of his property, deputies located a black bag containing a glass pipe commonly used for ingesting controlled substances. In a separate bag, deputies found a cigarette pack containing a granular substance that field-tested positive for methamphetamine.

Paulman was transported to the St. Francis County Detention Center and charged with:

Possession of a Controlled Substance (Methamphetamine) - Class C Felony
Possession of Drug Paraphernalia - Class A Misdemeanor
Paulman is scheduled to appear before a judge today, at which time bond will be set.
