Traffic Stop Leads to Marijuana Seizure

On Thursday, December 14, 2023, at 11:42am St. Francis County Deputy Lieutenant Allen Spencer, who is assigned to the Interstate Interdiction stopped a 2017 BMW, Oklahoma registration at mile marker 253 east bound on Interstate 40 for speeding. The driver, Angela Mullins, 55-years-old, a resident of Oklahoma City, Oklahoma.  While talking with Mullins the deputy detected an odor of marijuana coming from the vehicle.  A probable cause search revealed 60 pounds of marijuana concealed in three large duffle bags in numerous vacuum sealed packaging located in the trunk. The marijuana was seized, and Mullins was arrested.  Mullins is charged with Possession of a Controlled Substance with Purpose to Deliver, a Class B Felony and is scheduled to be arraigned tomorrow in St Francis County District Court.  Mullins was previously arrested back in September this year by Arkansas State Police for Possession Controlled Substance with Purpose to Deliver.
