Cain Hess 32 years-old of Forrest City was arrested on an outstanding warrant for Possession of a Controlled Substance, a Class D Felony and Possession of Drug Paraphernalia a Class A Misdemeanor.  This is related to an accident that occurred on May 26, 2024, where deputies were dispatched to a one vehicle accident on Highway 70, just outside of Palestine.  The driver identified as Cain Hess was still in the vehicle and in a confused state.  A small child belonging to Hess was also in the vehicle but had been taken out by a passerby prior to the deputy arrival and he was not injured.  Deputies located drug paraphernalia in the front seat along with an eye glass case that contained a white powdery substance believed to be methamphetamine.  Hess was transported to FCMC due to his drug induced state.  The Arkansas State Police conducted the accident investigation where charges are pending related to the accident.  Hess bond was set at $50,000 and he is scheduled to appear before the judge today.
